I have the honour to report that on May 30 I received
from the Governor of Hongkong a despatch giving cover
to copies of certain correspondence which had passed
between the Acting Colonial Secretary and Mr Woi Han who,
although at present holding no substantive office, acts as
intermediary for the Governor General in foreim matters,
relative to steps to be taken to facilitate the extra-
dition of criminals and to the supervision of the many un-
desirable characters who travel between Hongkong and Canton
by steamer.
As I understand that you are already in possession of
the papers in question, I merely enclose copies of the
covering despatch and of my reply thereto.
The genesis of these negotiations, which were carried
